About Team Okanogan Animal Rescue
Team Okanogan Animal Rescue (TOAR) is a registered 501(c)(3) non-profit organization dedicated to saving and improving the lives of animals in Okanogan County, Washington. We rely on sponsorships and donations to continue our lifesaving work.​Founded in 2022, TOAR serves Okanogan County Washington—a vast, rural area the size of Connecticut with a population of approximately 40,000 people. The region includes extensive tribal lands, large-scale agricultural operations, and small towns. With no publicly funded animal shelters, animal welfare depends on a network of private rescues. In 2024 alone, nearly 2,700 dogs and cats received care from these dedicated groups.​
Despite being a young organization, TOAR has made a significant impact. In partnership with Greater Good Charities’ Good Fix team, we have hosted two BIG FIX events, providing free spay/neuter, vaccination, and microchipping services for over 2,000 animals in a community where nearly 17% of residents live below the poverty line.
Additionally, we have distributed more than 200,000 pounds of pet food and supplies to families in need, local rescues, and food banks. Our transfer program has helped hundreds of pets find safe shelter in more populated areas, increasing their chances of adoption. We also manage a robust trap-neuter-return (TNR) program, which is helping to stabilize community cat populations and improve their overall health.​TOAR is actively working with city officials, county commissioners, the Confederated Tribes of the Colville Reservation and community members to create sustainable, long-term solutions for animals in need.
Our goals include expanding access to spay/neuter services, implementing vaccination and microchip clinics, increasing pet food distribution, strengthening our TNR efforts, and ultimately constructing a much-needed animal shelter for the community.Together, we are building a future where every animal in Okanogan County has the care and support they deserve.

To promote the humane treatment of companion animals in Okanogan County through spay/neuter, sheltering, community engagement, and education.

Free Spay/Neuter and Vaccine Clinics:
TOAR provides free spay/neuter, vaccine, and microchip services through our Big Fix Clinics. These four-day events offer essential care to over 1,000 pets per clinic, preventing unplanned litters and helping reduce pet overpopulation. Our vaccine clinics also limit the spread of preventable diseases, ensuring animals stay healthier and safer. Together, these clinics play a vital role in managing pet population growth, reducing the number of animals in need, and supporting a healthy, sustainable community. In 2024, TOAR provided services to over 2,100 animals.
Pet Food & Supplies Distribution:
We provide pet food and essential supplies to families and rescues, ensuring pets have the resources they need. This program helps pets stay with their families and supports the rescues providing sheltering services to the animals who need it most. Last year, over 120,000 lbs of food and supplies were distributed.
Trap-Neuter-Return (TNR):
TOAR’s TNR program offers a humane solution to managing feral cat populations. It stabilizes colony numbers, improves the health of colony cats, and positively impacts local neighborhoods by reducing the spread of disease and unplanned litters.
Emergency Vet Funding & Grants:
We offer financial assistance for urgent veterinary care to pet owners in need and provide grants to support local rescue organizations in their mission to care for and rehome animals. In 2024, TOAR provided $43K in funding support.
Adoption Partnerships:
TOAR creates strategic partnerships with statewide adoption organizations and facilitates transfers to ensure pets have an opportunity to find adoptive homes. As a result, 464 animals were transferred in 2024 thanks to TOAR relationships.

Okanogan County lacks both a county animal shelter and an animal control officer, yet nearly 2,700 animals require services each year. With a significant portion of the population facing barriers to care, TOAR is a lifeline, offering critical support to meet this demand. From addressing pet overpopulation and improving animal health to assisting families in need and supporting local rescues, our programs provide compassionate solutions that improve the lives of animals and the people who care for them. Our work ensures every animal—regardless of circumstances—has the opportunity to live a healthier, happier life.
